ODOT maintains interstates, and state and federal routes outside of municipalities.
ODOT is solely responsible for the state system of roads, which includes all interstates (except the Turnpike), as well as state or U.S. routes outside of municipalities. State or U.S. routes within a corporation’s limits are maintained by that municipality. Local routes, including residential streets, are maintained by the city, village, county, or township, depending on where the route is located. Who Does What?
Maintenance includes patching potholes, repairing pavement, sweeping, brush clearing, mowing, cleaning drains, replacing lighting, and picking up litter. In the winter months, roadway maintenance also includes snow and ice control. These activities are the responsibility of local municipalities within their corporation limits.
Per the Ohio Revised Code, ODOT is responsible for long-line pavement markings - like lane lines and edge lines - and regulatory signage - like speed limit and stop signs - regardless of corporation limits. This provides consistency for the traveling public.
When Does ODOT Step In?
When pavement on state and U.S. routes within local jurisdictions reaches the end of its life, ODOT contributes along with locals to major resurfacing or reconstruction. This work is no longer considered maintenance, but falls under preservation.
Local municipalities are also responsible for maintaining the driving surface of bridges within their corporation limits. ODOT completes all bridge inspections on state and U.S. routes, regardless of jurisdiction and is responsible for repairing any structural issues. ODOT is also responsible for full replacements of bridges along state and U.S. routes when it’s needed.
