Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC Is Led By Its Secretary General, And Has Its Headquarters In Geneva, Switzerland. The Headquarters Are Organized Into Three Main Divisions
- National Society Development and Operations Coordination;
- Global Relations, Humanitarian Diplomacy and Digitalization;
- Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
In late February a new phase in the armed conflict in Ukraine started with the intensification and spread of hostilities affecting many parts of the country and causing major concern for the protection of civilians and essential civilian infrastructure. Th is intensification started after months of rising political and military tensions - and eight years of conflict in and around Eastern Ukraine where an estimated 2,9 million people were already in need of humanitarian assistance and 1,4 million were internally displaced. Within two weeks of the intensification, more than 2,5 million people from Ukraine had fled and been evacuated to seven neighboring countries and beyond and several million are estimated to be displaced inside the country.
The evolution of the war inside Ukraine and massive population movement forces the humanitarian community to adapt operational approaches and implementation in accordance with the developing situation, both inside and outside Ukraine.
IFRC has launched an Emergency Appeal for Ukraine and impacted countries that is coordinated on a European regional level and supported in the initial months by a large number of Surge delegates in the impacted countries and in the European Regional Office.
Job PurposeUnder the direct supervision and the guidance of the Senior Finance Officer, the Admin and Finance Assistant will support proper implementation of International Federation of Red Cross and Red Crescent societies and Moldova Red Cross IFRC/MRCS programmes in a timely, effective and efficient manner, as well as will provide support to the Finance and Administration Unit of Moldova Country Office.
Job Duties And ResponsibilitiesInvoice processing
- Processing of supplier invoices allocated by the Senior Finance Officer facilitating their payments as the invoices become due.
- Ensure that expenditure incurred is in full compliance with the Federation Financial and procurement procedures.
- Check expenditure and documentation on payment requests to ensure compliance with donor financial requirements and in line with audit recommendations before submitting payment proposals to treasury for payments.
- Perform matching to supplier accounts monthly.
- Ensure that invoices are filed appropriately and stored as per the federation principles on filing, also retrieved easily upon demand.
Month end Closure process
- Assist in preparation supplementary Service invoices for partner National societies on a monthly basis.
- Assist in reconciliation of Supplementary service accounts
- Asist in processing of Lease agreements for Delegates’ apartments and IFRC Office and ensure no service disruptions.
- Drawing up and delivery of monthly VAT report to the State Tax Inspectorate, the provision of the reimbursem*nt of the VAT applied.
- Assist in monitor and clear the accounts 1490 (deposits account) as represented in the Balance Sheet.
- Ensure efficient filing system within the Finance Unit by reviewing and preparing federation files and transmitting them to the archives.
- Assist in management of petty cash for day-to-day payments in the location.
- In the absence of the Senior Finance officer assist in the preparation of the bank payments ensuring all relevant supporting documentation is provided.
- Any other tasks assigned by the line manager
Support
- Support the admin officer in event organization and preparing all finance related documents.
- Assist in payment of relevant admin related invoices as per the tracker issued by the Admin Officer.
- With prior approval of the Administration Officer, prepare Logistics requisition of materials needed for maintenance activities, with a time frame and cost.
Education
University Degree in Business Administration, Commerce, or any other relevant fields plus full professional accountancy qualification (CPA) (K), ACCA - Required
Experience1-3 years in similar positions - Required
